In this report, we shall consider the weakly singular parabolic equation with Neumann boundary condition, and establish an interpolation inequality at one time point by a different way with frequency function and Lebeau-Robbiano spectral inequality. As applications, we also present an L^1-observability inequality on time-measurable set and a controllability property for the corresponding controlled system.
